A workable midpoint
Once your competent authority has assigned a reference number and you can name the missing items (translation, syllabus comparison, exam booking), you have enough to open a conversation. You still should not claim you are cleared to practise independently.
What to say in the first email
State your profession, language level, recognition status in one sentence, and the ward types you are targeting. Attach a short Lebenslauf. Offer a call after their next rota planning window rather than asking for an immediate interview.
